The TRLN Electronic Resource Access Restrictions Task Group reports
to the
Endeca Operations Committee. |

Charge: to deliver
recommendations for encoding access restrictions and suggested methods for
retroactively identifying and encoding metadata for previously cataloged
materials. The task group should communicate with local metadata and systems
staff at all TRLN libraries.
Purpose: The TRLN libraries maintain catalog records for a wide variety
of electronic resources including government documents, electronic journals and
books, and locally digitized content. Use of some of this content is restricted
to specific user communities by license agreements. For instance, many resources
are licensed for use by patrons from a particular institution while some
resources are licensed on behalf of all TRLN Patrons. Many other resources such
as government documents and open access resources carry no restrictions
whatsoever.
There are no consistent methods in place among the institutions to encode access
restrictions associated with the use of electronic resources. Consequently the
local Endeca catalogs present URLs to these resources without distinguishing
among the types of access restrictions. Search TRLN provides labeled URLs for a
given constituency (NCSU-only, UNC-only, etc.) based on the source of the
bibliographic record masking the availability of open access resources to users
of this interface. Going forward this issue will limit the utility of TRLN
metadata outside of the local catalog context.
The Electronic Resource Access Restrictions Task Group will investigate methods
of addressing this issue.
Responsibilities:
- Perform a survey of the electronic resources
collections currently cataloged by the libraries and access restrictions
associated with those collections.
- Identify methods currently in use for encoding
access restrictions in catalog records for electronic resources.
- Recommend TRLN-wide access restriction
encoding practices that the Endeca interfaces can leverage.
- Recommend retrospective methods for enhancing
metadata stored in the ILS or during processing for Endeca.
- Identify other issues TRLN should be
considering.
