
Peggy E. Hoon is North Carolina State University Libraries Scholarly Communication Librarian. She provides guidance to the library staff on matters pertaining to scholarly communication and serves as the university's primary resource on fair use and other copyright issues as they relate to library collections and services. In addition, in conjunction with the Vice Provost and Director of Libraries, she represents the interests of the research library community in shaping national policies relating to scholarly communication.
Hoon holds both a J.D. Degree and a B.S. in nursing. Before coming to North Carolina State University, she was the Copyright Specialist for Washington State University in Pullman, Washington, where she developed and implemented a copyright awareness program, wrote policies and guidelines, and provided workshops to Washington State University's branch campuses, learning centers, and cooperative extension offices throughout the state of Washington. She has been an adjunct professor at the University of Idaho's College of Law and has worked as an associate attorney with two Seattle law firms specializing in health law and medical negligence.
At NC State, in addition to providing guidance to the library staff, Hoon continues her education and outreach efforts through frequent presentations on copyright and fair use, and by redeveloping and maintaining the Scholarly Communication Center Web site. Hoon serves on the University Library Committee's Scholarly Communication Subcommittee and Copyright Ownership Task Force, and she works in close consultation and cooperation with the university's Office of Legal Affairs to ensure that scholars, students, and libraries in the digital environment retain the full benefits of legal protection under copyright and fair use.
